An officer of 1979 batch of Indian Administrative Service (IAS), Dr. Prasanna K. Mohanty is currently the Head of Civil Services in Andhra Pradesh as the Chief Secretary to Government. Dr. Mohanty combines scholastic excellence and managerial skills. During his long and illustrious career, he held several prestigious positions such as Collector & District Magistrate, Guntur; Commissioner of Visakhapatnam and Hyderabad Municipal Corporations; Vice-Chairman, Hyderabad Urban Development Authority (HUDA); Director General, Centre for Good Governance (CGG), Hyderabad; Director (Urban Development), Government of India; Mission Director, Jawaharlal Nehru National Urban Renewal Mission (JNNURM), Government of India, New Delhi; and Chief Commissioner of Land Administration (CCLA), Government of Andhra Pradesh.
While Dr. Mohanty excelled in every assignment he held, his sterling performance in transforming Hyderabad as a top class Indian city as the Commissioner and Special Officer, Municipal Corporation of Hyderabad; his path-breaking e-governance initiatives as Director General, Centre for Good Governance; and his contribution to the success of Government of India's flagship initiative of Jawaharlal Nehru National Urban Renewal Mission (JNNURM) as its first Mission Director for six and half years are noteworthy. As an Economist, Statistician and Administrator, Dr. Mohanty is equally at home both in number crunching and implementing development programmes with focus on improving governance outcomes and processes. Good governance, urban infrastructure development, urban public policy and management, urban public finance, city development strategy and capacity building for good governance are some of his areas of interest and contribution.
Dr. Mohanty did MA (Economics) from Delhi School of Economics and MA (Political Economy) from Boston University. He also did PhD in Urban Economics from Boston University under the guidance of Prof. Jerry Rothenberg of Massachusetts Institute of Technology, and Prof. John Harris and Prof. Kevin Lang of Boston University. Further, he was a Rockefeller Foundation Post-doctoral Fellow at Harvard University, where he closely worked with Prof. Jeffrey Williamson. A Member of various Expert Groups and Committees at Government of India level and with several research studies and policy papers to his credit, Dr. Mohanty is widely consulted by governmental agencies and international development institutions. With rich academic background and administrative experience, he is well-known for his contributions towards governance reforms, action research and bridging the divide between research and policy.
