Hyderabad Metro Rail (HMR) (Telugu: హైదరాబాద్ మెట్రో రైలు) is a fully automated rapid transit system, currently under construction, for the city of Hyderabad, India. It is being implemented entirely on PPP mode, with the state government holding a minority equity stake.
The Phase I of the project includes 3 lines covering a distance of around 71 km. The metro rail stretches between Nagole and Mettuguda (8 km) and between Miyapur and S. R. Nagar (12 km) are targeted to be operational by March 2015 as Ugadi gift. In September 2012, the Indian government has approved Phase II which is expected to start construction in 2013. It includes around 80 kilometers.
HMR project was showcased as one of the top 100 strategic global infrastructure projects at the Global Infrastructure Leadership Forum held in New York during February–March, 2013.
The HMR project is considered to be the world’s largest project under public-private partnership, with investments of over Rs 17,000 Crore.
History
Phase-1 of the Project was approved by the Union Government in April 2008 under Public-Private Partnership, with the risks as envisaged been overlooked.
The total length of the first-phase after final revision is 71 km.
Recently Government has sanctioned second phase of metro rail extending further 85 km.The proposed routes are as following: Miyapore - BHEL - Patanchervu 15 km. Faluknama - Shamshabad Airport 12 km. LB Nagar - Vanasthalipuram 4 km. Nagole - LB Nagar - Faluknama 15 km. JNTU - Shilparamam - Gacchibowli 14 km. JBS - Alwal 8 km. Gacchibowli - ToliChowk - Lakdikapul 17 km. TOTAL 85 km (Second Phase). The construction is yet to be started and might start at 2015. The total Metro rail coverage has increased to 157 km (Including Second Phase).
Initial Bidding
The bidding process was completed by July 2008 and awarded to Maytas which failed to achieve financial closure for the project as per schedule By March 2009. In July 2009, the Andhra Pradesh Government canceled the contract and called for fresh bids for the project.
Re-bidding
In the July-2010 rebidding process, Larsen & Toubro (L&T) emerged as the lowest bidder for the 121.32 billion (US$1.9 billion) project. L&T came forward to take up the work for about 14.58 billion (US$230 million) as viability gap funding as against the sanctioned 48.53 billion(US$780 million).
Construction stage
Bhoomi Puja for the project was conducted on 26 April 2012 to kick off the construction phase of the project
and L&T, the concessionaire started the pillar erection on the same day for Stage-I between Nagole and Mettuguda and on 6 June 2012 for Stage-II between Miyapur and S. R. Nagar. The work for Corridor 2 has been delayed due to traders in Koti and Sultan Bazar demanding realignment of the route to safeguard traders and age old heritage markets.
Status
As of February 2014 end The Construction on line 3 is 75% completed with laying of tracks started and on line -1 Construction of pillars maximum completed except at stretches mozam-zahi market to khirathabad. also viaduct construction is in full swing.
The construction of the entire 71.16 km has been split into 6 stages with the first stage scheduled to be completed by June 2014
with the entire project scheduled to be completed by July, 2017.
On 2nd October, 2013 Andhra Pradesh Chief Minister N Kiran Kumar Reddy unveiled the mock-up model of Hyderabad Metro coach at Necklace Road.
In November 2013,L&T Hyderabad Metro begins laying of rails on the metro viaduct between Nagole and Mettuguda, a stretch of 8 km
Hyderabad Metro Rail will provide disabled-friendly system.
The first train of the Hyderabad Metro Rail (HMR) will be coming from Korea during the third week of May 2014. Stringent trial runs will commence from June 2014 till February 2015, before the service on the first stage of the Nagole-Mettuguda sector is thrown open to the public on March 21, 2015

Since the first version of the plans, the three corridors mostly remained the same, but minor changes were introduced. These include the lack of stop at Lalaguda, or a stop at Lakdikapul instead of Secretariat. Also, the lines have been marked with several different combination of colours.

HMR to begin rail crossover work The metro line viaduct will be built across the existing six railway lines and also another couple of lines proposed for future expansion Work on the first land railway line crossover by the elevated metro project will begin at Bharatnagar on the second stage of construction schedule between Miyapur-S.R.Nagar, which forms part of Corridor One - Miyapur-L.B.Nagar - in the next few days. Senior officials and engineers of the Hyderabad Metro Rail (HMR) and the concessionaire L&T Metro Rail Hyderabad (L&TMRH) have been going through the minute details of the landscape and the construction elements required for the technical feat of the crossing over on the right side of the Sanathnagar flyover (from Erragadda). Work will be done in such a manner that the metro line viaduct will be built across the existing six railway lines and also another couple of lines proposed for future expansion without any piers in between, said HMR Managing Director N.V.S. Reddy. One of three spans planned at the site will be 213 ft long (65 metres) to cross over all the existing and proposed railway lines on the ground. The lengthiest span crossing over the railway lines will be at Oliphant Bridge - 272 ft (83 metres) followed by the one to be built at Bhoiguda - 220 ft (67 metres). Other 213 ft viaduct spans will be constructed at Begumpet and Chilkalguda. At Bharatnagar, the other two spans will be of 128 ft long each (39 metres). The angled pier to shift the viaduct direction will be built about 500 metres from the start of the flyover on both sides, said M. Vishnu Vardhan Reddy, General Manager, HMR. It also means the metro line will be moving at a slightly higher level in parallel to the flyover. Eight crossings The next stage of the railway crossover will be at Alugaddabavi, Mettuguda. The metro rail will be crossing over the traditional railway lines at eight crossings including old Gandhi Hospital, Lakdikapul and Malakpet. It will also be crossing over flyovers at Greenlands, Hi-Tec City, Punjagutta, Nalgonda crossroads and Narayanguda crossroads while it will be built alongside the flyovers of Tarnaka, Hari Hara Kala Bhavan, CTO, Airport, Begumpet and Khairatabad. At three metro rail stations, one corridor will be built over the other like at Ameerpet corridor one will be over corridor three, MGBS corridor two will be over corridor one and Parade Grounds corridor two will be over corridor three, added HMR MD.
The official estimated cost of the project stands at 141.32 billion (US$2.3 billion). The Central Government bears 10% of it, while L&T bears the remaining 90% of the cost. However, construction work was supposed to commence on 3 March 2011. Since the project has already been delayed by a year, the interest component has accumulated to 18.25 billion. As a result, the final current cost (as of March 2012) of the project stands at 159.57 billion.
Hyderabad Metro Rail gets Rs. 1,458 crore Viability Gap Funding – the Hindu 08may13
A government-appointed committee headed by Department of Economic Affairs (DEA) Secretary Arvind Mayaram on Monday approved viability gap funding (VGF) of Rs. 1,458 crore for development of Hyderabad Metro Rail. “The Empowered Committee headed by the DEA Secretary has accorded final approval for viability gap funding of Rs. 1,458 crore (12.35 per cent of total project cost of Rs. 11,814 crore) under the VGF scheme to the project from government of Andhra Pradesh for development of Hyderabad Metro Rail on DBFOT (toll) basis,” the Finance Ministry said in a statement. VGF is typically provided in competitively bid projects. Under VGF, the Central government meets up to 20 per cent of capital cost of a project being implemented in public private partnership (PPP) mode by a Central Ministry, State government, statutory entity or a local body. The State government, sponsoring ministry or the project authority can pitch in with another 20 per cent of the project cost to make the projects even more attractive for the investors. — PTI FUNDING AFTER A YEAR Hyderabad Special Correspondent adds: The viability gap funding by the Centre will start flowing after the concessionaire L&T Metro Rail Hyderabad (L&TMRH) will spend its equity share of Rs.2,768 crore of the total project cost of Rs.12,132 crore. HMR Managing Director N.V.S. Reddy informed that the funds will be released in proportion to the debt servicing by the concessionaire and most likely it will take up to a year’s time. He had attended the empowered high committee of officials drawn from the Finance Ministry, Planning Commission and Urban Development, at New Delhi, on Monday as the A.P. Government representative where the final clearance was given. Mr. Reddy pointed out that the Centre had assured the VGF or 20 per cent of the project cost when the project was appraised to be taken up in the public, private partnership (PPP) mode itself and the three central agencies had noted the precise documentation done for the work.
