The Commissionerate of Rural Development (CRD), the Government of Andhra Pradesh, administers various rural development programmes like Watersheds, Comprehensive land Development programme and National Rural Employment Guarantee Scheme of the Government of India and Govt of AP. These programmes are implemented at the delivery levels by the District Water Management Agency (DWMA) headed by Project Director under the overall guidance of the District Collector, through the Panchayat Raj Institutions and Self Help Groups. 

For administering the schemes, the DWMAs at the districts and CRD at state level employ personnel drawn from different Government departments such as Panchayat Raj, Engineering, Agriculture, Irrigation, Horticulture and Animal Husbandry. In addition to these Government staff, personnel are also employed from the open market on Contract basis. Over a period of time, the staff drawn from the Government departments and as well the open market has been exponentially increasing. To ensure quality service delivery and achieve the programme objectives, these personnel are required to be attracted, retained and managed in professional ways on contemporary standards. In this context, the Commissionerate of Rural Development (CRD) has designed and developed HR systems for all the contract staff. The objective of developing the HR system is to professionally manage all the contracts and bring in transparency in implementing all the HR processes from Manpower Recruitment to Exit Management. 

The Commissionerate of Rural Development requested CDS-APARD to engage a Professional agency to study the Human Resources of CRD and develop a comprehensive HR Policy for the contract staff (now Fixed tenure Employees- FTEs). The CDS-APARD engaged ASCENT Leadership and Management Consultants (P) Ltd., (stationed at Hyderabad) and came up with a draft HR policy. The draft Policy was discussed with all the Project Directors, DWMA and CRD functionaries. Concurrently it was placed on the website of the RD Department and suggestions from the contract staff were invited. This participatory approach helped in finalizing the HR Policy. 

To ensure smooth implementation of HR systems and policies, a sound HR structure was set up.

CDS- APARD, in consultation with Technical Support Unit (TSU) setup at O/o CRD , will act as the nodal HR unit for providing policy guidelines and issue interpretations from time to time. It will also execute central functions like recruitment, issue of contracts and other relevant systems. 

In CRD, a nimble HR structure is put in place to introduce these policies to make them operative. 

HR Cells are formulated at DWMA level with 2-3 functionaries of establishment, DLRC /CB, computer operator to implement HR policies at district and sub-district level. With PD (DWMA) as head of HR , this cell will ensure uniform and transparent implementation of all HR policies prescribed in the Manual. The Executives of all the HR Cells were trained by ASCENT in implementing the HR systems in their respective Units 

While the HR Policies were framed and Management structure is set up for implementation, the need for the IT integration of these HR systems was felt. Tata Consultancy Services (TCS), Hyderabad- the IT consultants developed the web based software for Human Resources Management Information System. The web based HR services enable the FTEs, the Unit Reporting Officer, DDO etc.. to avail various HR services at their respective work units in/for 

i) Generating FTE contracts

ii) Access to Service register

iii) Access to Roster Register

iv) Access to career advancement list

v) Generating monthly pay orders

vi) Generating Pay slip

vii) Generating HR analytical Reports etc.,

The process of IT integration will be taken up in two phases. The first phase is developed to generate contracts, pay orders and pay slips. In phase two, all the HR modules like recruitment, T&D, Tour Management, Benefits Managements etc will be IT enabled.
